How do we scale these abilities with references?

Let's say a character directly uses an ability from a different series, like they randomly say "I am gonna use Bankai from Bleach!" or "Domain Expansion!!". Would they instantly get the abilities that Bankai gives or Domains from JJK give or whatever they showcase?

Additionally would it matter if this is from a character making a canonical commercial and traveling to that world to use a power system?
