How do we do perspective speed feats?

Like for example.

A character has a 1 Hour fight but to them it only lasted a second.

Stuff like that.

You mean the whole fight took place in 1 second but for the fighters it was 1 hour

The fight was an hour to everyone else. But to them, it only lasted a second.

but I don't mind finding out the reverse too

The first one sounds impossible, unless their perception of time was speed up, if they only did 1 second worth of fight, they would be moving 3600x slower to everyone else, thid is super depended on context and mechanics.

The reverse is a "time dilation" feat, aka, you find how much slower time is moving and multiply the total distance moved by it to find the speed in units per second
