Like How does Creating a Cloud or storm grant City Level ap?

You can't attack someone with a cloud lmao.
 
Because building and moving stuff requires energy, and if there is evidence that it scales to your attacks or physical strikes, then the same energy is on them.

Many clouds are the size of several city blocks, making them have a lot of mass, it is just too disperse to weight them down, but if you move all of it at once you are still moving a fuckton of mass, aka kinetic energy.

Making on requires thermal energy and stuff.

Anyway, because it takes energy, especially if you move the clouds.
And you'd be surprised how much energy a storm uses, that lightning and wind doesn't come from nowhere after all.

But it isn't always city, it could be less, could be higher. Depends on the types of clouds, how much, and so on, even the stability of them in some cases or even the temperature.

I was gonna bring up that if you concentrated a cloud on someone you could crush them, or use it as a melee weapon, but weather report is better
 
We use CAPE to properly calculation storm feats in most cases, but there does need to either be certain methods and/or details on universal energy systems to scale to physical stats.
