Imagine a hypothetical future where the concepts of Tier 1 and Tier 2 are called into question, and the arguments supporting these tiers—such as notions like Reality-Fiction Transcendence or Higher-Dimensionality—are proven to be false or inaccurate for legitimate powerscaling. In this scenario, the general community is convinced and motivated enough to adopt such a drastic change.

This would mean concepts like Outerverse level would no longer exist (or at least would be consider outdated term to scale), and the power gap between destroying, creating, or altering a 3D object versus an 11D object would not inherently involve multiple infinities (at least by itself), so things like Universe level+ and Low Complex Multiverse level will also be gone.

How would you go about reconstructing the upper end of the Tiering System in this context?

Tier 2 is somewhat necessary to establish when dealing with verses confirmed to have more than one universe, regardless of whether you find it cringe or not. How we approach what's matters.

Personally, based on our current knowledge about the universe in real life—where there are arguments for it being either infinite in size or far larger than what we can currently observe—I believe that the universe's size should no longer be a factor in determining the tier.

For example, a universe stated to be quadrillions of light-years in diameter would no longer mean anything, as all universes in any fictional series should be treated as having the same size, unless the space is explicitly stated to be larger than a collection of separate universes.

This also affects characters capable of traveling across universal distances or scaling to attacks that can cover the universe. Their speed would need to be ranked as 'Massively FTL+ to Infinite,' given that both a finite and an infinite universe in real life are equally valid interpretations. However, if there are explicit statements confirming a universe to be infinite, then we would go straight to Infinite.

To actually qualify as Low Multiversal, it would need to destroy, create, damage, or affect multiple universes that are either implied, stated, or shown to be physically separated, rather than merely extensions of the same universe. Additionally, affecting multiple timelines would automatically count as Low Multiversal.

From this point, it only depends on the cosmological structure in question—whether it involves separated universes, timelines, or both (timelines that contain multiple separated, universe-sized realms and dimensions).

Of course, when we reach an infinite number, the largest infinity will takes the edge in power (a multiverse with infinite timelines containing a single universe <<< a multiverse with infinite timelines containing 5-6 separated universes).
