You are supposed to input the height of how high the camera is over something. For example, the average human is 1.755 meters tall, so the camera is that height which means the distance to the horizon is 4.7 kilometers. If the camera is over the mountains, then that means it is 609.6 meters (or higher if the mountain is specified) high which makes the horizon distance 88.2 kilometers.

I appreciate the response and I got another question, from what I can gather you can use it for only height but not width?
