The Sea of Quanta will be upgraded from High 1-C to 1-A (not 1-A+); everyone who scales to High 1-C will be upgraded to 1-A via the Star of Eden destroying Ryuusuke's R>F dimension (making everyone baseline 1-A). As for potential anti-feats, I already got it covered in the blog, and if you look at the profiles of already existing Hi3 characters, there are no valid anti-feats.
Type 1 Conceptual Manipulation will be attributed to souls as they are Imaginary concepts, meaning the manipulation of souls in the Honkai metaseries will qualify for Type 1 Conceptual Manipulation.

Now, for the downgrades. Since the souls of the Honkai metaseries are Imaginary concepts and constituted of Stigmas, they are 1-A+ in nature.
Genshin currently has their souls treated the same as the souls in Honkai, therefore are Type 2 Information; considering the upgrades the souls in Honkai will get, there is absolutely no reason for anyone in Genshin to be able to tamper with Imaginary concepts, hence it would be unreasonable to treat the souls in Genshin as the same thing as souls in Honkai.
Type 2 Information will be nuked everywhere across the Elemental Energy page, and simply be treated as normal souls. Type 2 Information AE will also be removed as well, instead replaced with Type 1 Information AE via Elemental Energy being constituted from speech and knowledge.
