homing attack vs instinctive reaction

so character a is fighting character b, and character a has (i dunno) ui level instinctive reactions and character b has two types of homing attacks one that is a projectile and one like what most sonic characters have (basically crashing into the opponent) would character a be able to dodge these attacks?
 
I would assume if the character's instinctive reaction was shown to avoid homing attacks, yes. Just like with regular dodging (As Homing attacks aren't unavoidable).

It's a case-by-case thing as far as I'm aware.
 
When their speed is equal they should be able to just fine, but would turn into a problem if B's homing had feats in pursuit beyond the limits of the A's reactions.
 
It is depend on the limitation of homing attack and instinctive reaction displayed in the feat.
 
It also depends on the nature of the homing attack.
It may be sort of limited like a missile where it has to turn around over some distance, or it may be instant direction changing with perfect tracking like Darkseid's omega beams (which are still dodged by Batman somehow).
