I'm just gonna assume Blitz has the skill advantage, what with him being an assassin and all. Both have some pretty decent regen, what both seemingly needing to be blown to pieces. Blitz also gains more from prep it looks like. He could just set himself up a few hundred meters away and blast chunks off Homer with his sniper rifle.

I think I can defend homer's skill since he's shown to be able to take care of assassins from the mob seen in mayored to the mob after someone and he would be able to see blitz he's pretty talkative and homer would be able to hear that and find bltiz another thing to note is that it would be pretty hard to find a good position in the plant to snipe homer from there's a lack of windows in the plant other than burn's office, and the lunchroom so the him getting sniped from 100 meters he'd already probably avoid those area's since he know someone wants to kill him and might have poisoned the food and he doesn't have much reason to go to burns' office since he had already escaped
