Is Hit brought down or is Hulk brought up? If it's the former, time skip won't be that much of a factor, Hit has an advantage in flight and range, but Hulk has Regen and his strength increasing is more potent. If it's the latter then Hit due to time stop.

They can. In battles like thse, technique and combat intelligence is the deciding factor. With that in mind, I'd say hit due to his time stop technique.

Welp alleviated the doubts, depend of the rage state of Hulk at the start of the combat: depending of his rage, he can cause troubles to Hit, or can be one shotted by Hit

Hit doesn't get stronger. His time stop merely grows in length when he's fighting a strong opponent.

I think it all boils down to if Hit can get past hulk's regen

I'd say Hit can knock him out though while using his time stop

Main problem is that Hits a killer. He can't kill Hulk though due to insane Regen.
