And even if Tomura touches him , Hisoka can cut that part of his body and produce it back with his Bungee Gum.

Hisoka can pretty much defend all of the attacks on him

Hisoka definitely takes this; especially if he has access to his playing cards. His ability is too versatile and powerful for Shigaraki to overcome.

Hisoka, via better versatility through Bungee Gum. Also I'm pretty sure Hisoka has better speed, so it means he can put enough distance between him and Tomura and attack with his playing cards from a distance. It would also be plausible to think that Hisoka can just restrain Tomura's hands by sticking them together with Bungee Gum
Even if Tomura manages to touch him and start decaying his flesh, i'm sure he can replace it with Texture Surprise. Even then, Hisoka has more intellect and experience
