"zero motivations" and they have a very straightforward easy to understand motivations which essentially directly parallels humanity itself

So Meg has a 2.7x AP advantage however Hiruzen has a ridiculous 8000x plus LS advantage.

In terms of abilities Hiruzen seems significantly more skilled and intelligent + has a way wider kit of abilities with the whole "knows all jutsu in Konoha" stuff as well as a numbers advantage thanks to summoning and clone jutsu..

The Hiruzen hater in me hates to say this but I'm leaning towards him

This loser bum had his village invaded by a foreign shinobi in an attempt to kidnap a 3 year old girl (who was the heir to their most noble clan) and when the kidnapper died he let the village he was from murder one of his top soldiers as reparations.

The cloud village literally went "oh you didn't let us kidnap a little girl from you? Well we want you to kill her father as a punishment!" and Hiruzens dumb spineless cu©k ass actually went ahead with their request. Actual top 3 worst characters in all of Naruto
