Having an universe as a fragment of imagination

If I get a character who has an universe as a mere fragment of imagination in their consciousness, which tier would they be:

R1: Physical Universe (3-A)

R2: Space-Time (Low 2-C)

If so, we need to know smth about the universe. The most obvious one is, does it have its own flow of time? Or was it just stated that its a universe?

If that's the case, then I honestly don't know, for R1 at least.

For R2 however, that seems like a blatant ass Low 1-C feat.
