Because Mario consistently struggles against feats far less than Multiversal at least without any sort of power up. Also, it would make no sense for Bowser, who is Mario's physical superior to be Multiversal normally if he needs a power up to be Multiversal in the first place; or even other instances where he needs a power up just to be Universal.

His power just varies depending on game. Thats why he can tank universal erasure in base in SPM
