Like I've said on the previous thread, this moment usually happens a couple weeks after the solstices. In Just less than a half hour of this writing (07:48 UTC) Earth will once again reach perihelion, it's nearest point to the Sun in its orbit. It is also moving at its fastest speed pacing along 30300 m/s 1000 m/s faster than when it's at aphelion.
The time would be the same for everywhere on the planet and even outside of it, as long as it is within the Terran Hill Sphere (aka sphere of influence). That means no time zone differences, no chrono-relativism bs as with our calendars. It is universal and can be applied everywhere.
