Hagoromo's standing in narutoverse.

I'm wondering on where it's agreed that Hagoromo stands in relation to the rest of the verse. Is he considered composite for every human descendant of his that hasn't dealt with other otsutsuki? ( so earthly jutsus and gekkei genkais including Mangekiyo abilities) if not, where does he stand? Also I'm talking about anime/mange hagoromo.
