Gum gum storm is literally just Gatling but in the air. Not to mention most of his blows hit crocodile so it’s not like it’s sone uncontrollably AoE or anything

I can't remember for certain but I think one of the reasons it may have been classed as Environmental Destruction is because it's the result of hundreds of punches cumulatively. So Luffy couldn't be rated City level for his ordinary attacks.

It’s a named attack so it’s not ordinary to begin with, and it’s not like he can’t wipe it out anytime he wants. Besides it doesn’t fit the citera for environmental destruction anyways
