Probably Lavos, I don't think Moon really has the capability to really put him down and he eventually BFRs her to the DBT

Lavos absorbs pretty much everything. Passively.

Then Lavos passively absorbs more everytime Cosmos touches it on top of the other passive absorption.

Then the BFR to the DBT happens.

I don't know much about Sailor Moon, so correct me if I'm wrong.
