Tokyo was in ruins, sirens blaring and people screaming. Something was horribly wrong. "Avengers, we need a way to deal with this thing. It's going rampant and nobody can stop it!" Tony said, but then Banner showed up. "I know who could do it."

"Bruce, Hulk's gotten weaker." Tony said, but Bruce denied it. "I'll go." He said. "Alright, suit yourself." Tony said, as they put Banner in some sort of pod and launched him out. He hit the top of a building as the Hulk came out, looking different.

"Hulk no care if Hulk weaker, HULK SMASH!" He shouted, as he started to run towards this giant lizard. Godzilla stomped through Tokyo as he looked at Hulk, ready to fight.

Speed Equalized.

Battle is in Tokyo, raining yet in flames.

Both are in-character.

Godzilla's almost 100 times stronger based on feats. Not even including Ultimate mode. The joules is 3.46E35 for Hulk and 3.37E37 for Godzilla.

Also most of Hulk's hacks come from and apply to the Green Hulk who's much stronger. Applying them back just doesn't make too much sense.

I'd just like to say a couple things.

Gray Hulk NEVER talks like that, except Ultimates Gray Hulk.

Gray Hulk is a street-smart, 1920's-style gangster in personality and tastes, and goes by the name Joe Fixit after spending several months playing casino enforcer for Las Vegas mob boss Michael Berengetti. He'd talk more like, well, a gangster. "Puny little weaklings can't even put down a giant lizard--they gotta call in th' big guns..."

That said, the Hulk's powers are based on Bruce Banner's psyche. In this state, Hulk is not only weaker, but because he has a level of clarity and a more intricate personality and emotional spectrum than Green Hulk, he doesn't get as strong as quickly in proportion with his anger, and he has a weakness to sunlight. Beyond that, it's been canonically stated and shown numerous times that Gray Hulk possesses every power his Green Hulk variant does, simply to a lesser degree.

If AP weren't a 100x difference, I might argue that Hulk resists and absorbs radiation and nuclear-based attacks, as well as resists extreme heat, but yeah he kinda gets obliterated here.

Not to mention mass scattering's also a lowball since the asteroid was blown up to the point all that was visible was steam and light. So the gap would likely be even higher.
