This is true, but it is necessary to analyze the context of the scene and the arc. Of course, in the pre-crisis phase Hal has had several high feats even in his base form, this is quite common for the time, I can be quoting several characters with absurd feats in the pre-crisis phase. If it does not have any context, we can easily consider it as PIS, but if it has context, take into account.

Ant, I noticed a possible error on Imperiex's page when researching Kyle Rayner allegedy holding a big bang in Superman Vol 2 #173 October 2001

This isn't a big bang.

Imperiex plans on making a Big Bang at Earth.

Thanks to the sacrifice of Strange Visitor and General Rock, Earth's forces managed to crack Imperiex's armor, intending for Darkseid to use Boom tubes to transfer Imperiex's energy back to the galaxies he'd destroyed to prevent them from triggering a new big bang. However, Brainiac-13 appeared on the battleground with Warworld, absorbing the Imperiex energies and vowing to use them to rule everything.

It is only in Action Comics Vol 1 #782 October 2001 that Imperiex and Warworld are sent into the past that they detonate another Big Bang. He can only detonate once to my knowledge.
