Damien Darhk has magic ability at the at least low 7b level

Oliver is learning how to use the light magic to counter Damien's magic

When Oliver learned to use the magic of light, he managed to defeat the magic of damien Darhk and threw him away from himself

oliver was able to resist the magic of damien Darhk, who became even stronger by touching the hope of the people of star city

Oliver uses his light magic to throw Damien back, damaging it and Damien escapes.

In short, oliver queen should be at least low 7b with light magic

Empowerment (Star city strengthened itself with the hopes of its citizens.)
Resistance to Life-Force Absorption (He went against Damien's life force sucking)
Resistance to Telekinesis (Oliver is not affected by his damien's telekinesis)

Oliver gets these abilities too

As explained in the first clip, magic is the manipulation of "primordial energy". Oliver is trained in the ability to negate dark magical energy by tapping into the light, and his shown then to negate Darhk's magic. As such, he should get the low 7-B via magic indeed. However...

Since he is essentially countering the magic through his own, I wouldn't say it scales physically. He is "cushioning" the blow, so to speak. At best, he would receive a separate rating for his durability through magic too. But I don't think it scales fully to physicals, given the context.

Oliver's only application of light magic is to counter Damien's dark magic, it doesn't amplify his own physical strength or abilities at all. It's specifically a defensive magic against a specific kind of offensive magic

The only application of light magic Oliver made was not to counter Damien's magic; he could also counteract the dark magic performed by Esrin to train him.

And with his speech, he gave them hope, and he used that hope to strengthen himself.

Yes, it does not increase his physical abilities, but it gives him abilities such as self-empowerment, magic.

Not just an attack spell. Esrin and Damien's spells weren't the same, but she was able to resist them both. Also, this doesn't change anything. Because Oliver only learned this defensive spell and didn't spend time learning another spell like costantine.

Esirin uses a similar source of dark magic as Damien, which is why she was training him to resist Damien's spell it, yes it's just defensive against dark magic spells to a minor degree, woth his resistance increasing the more people believe in him or so as we saw with Damien where he killed him
Actually fit for war

As seen in this clip, Oliver uses his light magic to throw Damien back, damaging it and Damien escapes.
He didn't offensively throw Damien back with a spell or anything, he resisted the spell and the FEEDBACK threw BOTH of them back, Oliver was sent flying too.

He uses a similar source of magic, but the way it's used and the effect it has on Oliver are completely different, so they're both different

He was training to defend himself against black magic

Not a minor defense against black magic spells, but against the black magic of one of the most powerful mages we've seen in the Arrowverse

Yes, he can take power from people's hopes and increase his magic power.

Oliver has resisted Damien's magic many times, and others have not backfired, so this means that Oliver has done something.

"Many times" that was literally the first time he did it, which was why Damien was shocked, you can clearly see that it was a feedback response, as Oliver himself was also flung back
Yeah, since he did use his magic offensively, should be okay.

In a few hours you should be able to apply this.
Wasn't an offensive attack in any way, that was a side effect of both their magics clashing in that instance and sent both parties flying

But if it's still accepted that he can attack offensively, fine
