Personally I see Hitoshi taking this more often than not, seeing as it takes less of a stretch to activate his Quirk. Hitoshi only needs a response to what he says, wheras her power depends on Hitoshi denying something that she claims she can do. This works especially because Magane has to talk to use her ability, which would put her under the conditions for Hitoshi to hax right off the bat.

Honestly she has a much better chance winning if she just runs up to him and punches, but I'm not entirely sure how in-character that is.
 
If he says no to anything; request, claim, statement of fact, her power activates and makes him a lier. Also, she'll likely be talking almost constantly, trying to dig and jab at him.

Both would try to talk first due to their abilities, so it could be either. However, Hitoshi's mindhax is much more easy to pull off as it only needs a response, whereas Magane's hax requires a specific type of answer.
