It's begun, it seems the military wants to contain some of these strange unnatural entities talked about over the internet. An unsuspecting ACU briefed of such a possibly finds themselves face to face with a very disfigured man. A victim is not far away from the perpetrator. It seems it's time to engage, even without their equipment.

• Fight takes place in a back alley during the day
• The two of them are 5 feet apart
• Speed is equalized
• Jeff knows this is a military agent and wants to kill them
• The ACU knows this is a dangerous individual, wants to subdue and capture, but will kill if forced to.
• Neither have their equipment (No knife, no guns, no armor, etc)
• SBA otherwise

The Abnormal Containment Unit worker should honestly be far more skilled in combat, Boxing can be rather predictable due to its limitations, and thus something based on grappling (especially cause the worker seems stronger in general) should be able to counter it rather easily. The worker is also trained to handle things much more dangerous than a random sadistic teenager

Jeff seems to beat up people even outnumbered including athletes and martial artists though, he also is numb to pain

The Abnormal Containment Unit worker is trained to be able to handle foes far stronger and more dangerous than Jeff however, plus if we go by calcs ACU worker scales to 191 J while Jeff scale to only baseline, so ACU worker has nearly a two times ap edge on him, and seems to favor going for dislocation and breaking bone by using jujitsu which even if numb to pain will handicap jeff
