I think Goku has more raw power at his absolute peak since his weird Susano'o thing was able to overpower a stronger Gas than the one who was beating up Vegeta so if Vegeta does beat down Goku to the point he's struggling to move after a long drawn out fight then the Susano'o comes out and stomps Vegeta.
