I have, and don't remember anyone stating that "Goku is stronger than Bills in MUI." Just send me a scan/video of it.

Whis could've only said that to hype Goku up, and give him a bigger reason for training, similar to how Bills did that with Monaca.

Okay, you convinced me, but It's still possible that Bills wins due to the limited time Goku has in using MUI.

UI omen can hurt Jiren who scales above Belmond, that scales to Beerus, Hidden power Jiren scales above UI omen, MUI Goku scales above hidden power jiren, so, Goku will just blitz and easily defeat Beerus, he wont lose due the limited time if he can defeat Beerus really fast
