Gogeta is at a less than 20x AP advantage, however he can make it up with Kaioken

The rules: "It is not fine to restrict abilities in a versus matchup, implicitly or expressly. Matches that are arranged this way should not be added to the character profiles, as they don't involve their full potential, and are only intended for casual entertainment. An exception would be if the restricted ability/technique has a separate tier from the main one, and is one the character can consciously restrict themselves from using. In this case, the match can be added. The match can also be added if Optional Equipments such as optional power-ups and items are restricted, or if the ability being restricted is indexed after a "Likely" or "Possibly" conditional."

Toppo should win this one pretty easily. He was strong enough to put SSBE Vegeta on the ropes and force him to use his strongest attack to defeat Toppo. His destruction energy should give him an edge too. We never really got to see how powerful base Gogeta was, but the fact that he transformed against SSJ Broly goes to show he believed he couldn’t compete in just his base form. His time limit is also an issue, and I think Toppo could hold out long enough for Goku and Vegeta to unfuse.

Eh, regardless of whether Gogeta can transform into a Super Saiyan, this fight is still viable, since Toppo can just destroy base Gogeta with his energy of destruction before he can transform, and it's really rash to assume that base Gogeta would be stronger than GoD Toppo.
