At least Multi-City Block level+, Likely Small Town level, possibly Small City level (As one of the strongest angels she was far stronger than fused Akira and capable of doing this)
The calc that is linked on her page is this: https://vsbattles.fandom.com/wiki/User_blog:Rocker1189/2nd_God_speed_calc. This was done by someone weaker than Amalda, so I see absolutely no reason for her to have the Multi-City Block and Small Town lowballs.
Akira (Godspeed) would be Large Town level on his very first key, due to downscaling from Amalda and being vastly stronger than his casual 8-A feat. His second key would be Small City level due to being 3 times stronger than that and his last key would be the same tier and thus scale to Amalda.
