I'd say the heli takes it. GS can't get high enough to do anything to it, so it can just shot him from a distance until it kills him.

Helicopter drastically outranges and GS isn't dodging a minigun. Considering that those things can destroy buildings and tear through tanks in bursts or sustained fire (9-B is for one bullet, these things can fire at 4,000-10,000 RPM), he's not surviving it either.

That is far too many bullets to reliably dodge, and the bullets should move at about that speed anyways. Plus, his is reaction speed. He cant run fast enough to not just get rocketed to death, for instance.

CH via ranged weapons, jets, attack helicopters, etc. If CH decides to start fighting in close cuarters (for any reason) they also win as they are experienced with practically every single weapon.
