Giratina stronger than expected?

Im going to be very honest about something: I dont know if THIS specific topic im about to start discussing about IS or ISNT game mechanics, so im going to really leave it up to the vast majority of people who agree or disagree on which is which, WITH reasoning to it

Now you all remember what happend in Platnium, where the player has a confrutation with Giratina who comes in and interupts the plans of Team Galactic. It also becomes a threat of its very own by destroying both its universe and the main universe blah blah blah. Nothing new

However, what i've recently realized might be something of interest: when the player goes up to Giratina to catch it, I noticed that Giratina's level is 47 (provided in the link), something that's not even half of Level 100, the total level and peak any Pokemon in the verse can reach up to. Now catching the legendary pokemon in any game most of us can agree is just turn-based gameplay in a battling mechanic system, but as far as a Pokemon's level is concerned, where do you put that?

It can be very debatable on whether or not a Pokemon's level at wherever they're at is either game mechanics or legit levels of strength. But in terms of wild pokemon, who arent exposed (or at least not yet exposed) to Trainer influence like "leveling up", should that count as a legit natural level of power for wild Pokemon, who DO exist in the actual wild of the game whether you encounter it or not?

And if so, then does that mean whatever Giratina, or even ANY legendary, has done in the games is them not even at half their best? That they could do far worse if they were level 100 in the wild without any influence from the player or trainers period?

What do you think about this?
 
It is gameplay mechanic. For example, in HGSS, Ho-oH and Lugia are supposed to be on part, yet Lugia is 40-ish LV and Ho-Oh is 70-ish (The reverse in HG). Although Pokémon growing in power is a thing, it shouldn't apply to legendaries.
 
Yeah, I'm with Saikou, this seems like gameplay mechanics, though levels have been alluded too in the anime I don't think they would work the same as the games.
 
I'm not sure if it would help or not but my friend told me some Polemon like near your hometown for example level up or evolve on their own. And since legendaries are wild.....
 
Keep in mind that even if levels were valid as an indication of strength, it shouldn't matter for a Universal being like Giratina anyways.

Im sorry but can you explain further on that?
 
Even if levels were factored in regards to how strong a Pokemon is, it would not change Giratina's tiering as Giratina's AP is already Universe+, thus, you can't exactly quantify how much energy he is able to generate. This means that Giratina's tiering stays where they are regardless of what level he is in the game.

Otherwise, we do not use game levels as an indicator of how strong a Pokemon is as a level 100 Pikachu defeating a level 50 Giratina would mean that Pikachu is in the same tier as Giratina for defeating it, which simply doesn't make sense from what we have been shown from the anime.

Oh i see what you mean now. But wouldnt a level 100 pikachu be given that only through leveling up from trainer influence? thus it would be game mechanics then?

I was refering to a more natural non trainer influence kind of thing here. Where the mons even in the wild have their own levels and can progress on their own. Also, if levels are to be taken seriously, then what were the levels of the creation trio after Arceus created them? Would they be level one like they were were in the Sinjoh ruins or unknown?
