Strength doesn't matter with hax. If you don't resist or have a nature that allows you to ignore the effect (which in this case, one would need Type 4 or 5 Acausality) then hax are still affecting you.

In this case it's a stalemate since neither can do anything to the other. GER prevents Shulk from attacking and GER can't hurt Shulk.
