Return to Zero wins yes. But that doesn't mean Ebemon's attacks couldn't kill Giorno if he decided not to use RtZ. That's why it's not a stomp.

EBEmon has been consistently shown to be a low tiier mega in the digimon games though. Its generally a glass cannon with some technical skill that inflict status conditions.
