Powernull is not reliant on Tier? can a tier 9 powernull tier 0 stuff?
I mean this depends if the revisions for Alice are approved or not. If she gets the resistance to phase manip this is a stomp. But since that is not done yet i do not know how Wonderland and GER interact. And she has passive Fate and Probability Manipulation as well as social influencing. How can he punch her?

Powernull like all hax just kinda works (within reason, that reason tends to be dimensionality tho for most standard hax) unless otherwise shown (like the hax in question having a weakness, caveat, etc), or they have a sufficient res to that specific ability. GER has 4D powernull, so he can null anything 4D and below unless they have res to 4D powernull. He's casually negated stuff that's High 3-A/4D on screen.
Fate and Probability manip isn't that good against GER, he was able to make a guranteed fate of him getting his chest blown out never come to pass, with guides flatout saying "yeah even if that's what was seen it'd never actually happen", plus GER gets funny upscaling and neg statements that encompass probabily and fate manip dudes.
Of course GER's profile is also lacking some stuff
I don't know shit about To Aru past like the first few seasons tho, idk who this chick even is.

So does this mean it can't work on anything 5D and beyond?

On the abilities themselves, though there's still the fact he can neg the person in question from using them to begin with.
Like "damn, you have a fucktrillion D move? That's cool, sucks you're only 3D yourself lmao".
If the character in question is also 5D physically then yeah the power null can't circumvent shit.

What if to say they were being supported by passive abilities on that tier

RTZ is > Infinite speed in activation and can take action automatically should Gio or GER themselves be unable.
RTZ is also able to take effect even when neither exist and have been temp'd EE so....
