Doesn't Tensura have a lot of layers or something ? Gilgamesh only have one layer for Authority accepted currently.

The WN does not have any accepted layers. Although there probably will be some in the future.

And yes Rimuru is pretty fast. But he also has 7D range and from what I can see Gil has 6D range. So Rimuru can dodge most of his attacks.
