What I mean is that it looks like he's functioning, presumably, some minutes or hours, or seconds, or any indeterminate amount ahead of time.
 
In a way I guess, yeah. And I'm assuming it's the future, considering the way he talks about it, but either way it's definitely "different".
 
I don't think we have any power that could cover something like that, so it should just be specified on the profile. Probably in the time manip/precog place and/or a note.

I am fine with these points:

I am not sure on Dimensional Travel.

I feel iffy on acausality type 4, from this these scans:

Ginji is supposed to be outside of time but for some reason can't remember his pasts; Acausality Type 1 characters would have their memories unaffected by such events where Ginji look to be have been affected by a paradox. This point alone look to proof dent into Acausality Type 4 since the point would mean they likely would not qualified for Type 1 Acausality.
