Seven Sovereigns
In the war called the "Sky-War", the Seven Sovereigns fought against the Heavenly Principles and the Four Shades for 40 years in the timeline. There's Kukulkan (Xiuhcoatl's brother) who witnessed that War. In the Moonlit Offering's Parting Light artifact description, it is mentioned again about the defeated Seven Sovereigns, which confirming that the Sky-War was real.
If the timelines gap were 40 years and then the Sovereigns were defeated, we will immediately think and assume that the Heavenly Principles and the Four Shades somehow needs 40 years to defeat them, and so therefore the Sovereigns should downscale from the Four Shades.
If you're asking me, I do agree with it that the Sovereigns should get the downscale.
But, i'll leave it to the staff to give their opinions about wether they should get the Possibly/Likely rating or Legit one.
Five Sinners
The Five Sinners of Khaenri'ah are a transcendent beings, and each of them has the power to destroy the entire world. Sinner like Surtalogi was stated by his student Skirk that he's many times stronger than an entire world even when alone, which if we take the world of Teyvat for example it would include the Seven Sovereigns. So therefore the Sinners would be ≥ Seven Sovereigns.
But, just like the Sovereigns part, i'll leave it to the Staff to decide as well.
