Well my knowledge are limited but as i know,she's can overwhelmed Living Musashi who is 7-B too......well thats it,my knowledge about Shimosa is really limited.
 
Well as of right now I would give this to Genos with high diffuclty.

That's because Genos by all means has the range advantage and can fly up in the air and rain death from above. Not only that but he's also more maneuverable than her meaning that he could potentially dodge some of her attacks. Also if were using the fully upgraded version of Genos from the webcomic than he also can use his light to blind and disorient her leading to Genos getting more hits in. And blade arms from the recent manga chapter could let him fight Danzou in a melee

Now the hard part for Genos is to overcome her stealth advantage and experience in stealth and melee combat. With that the battle can very easily turn in her favor if she plays her cards right which Danzou will probably do since she is a skilled ninja. But Genos has enhanced senses so once her presence concealment is down she can't hide anymore. Also her illusion wouldn't play a big role seeing as how Genos can very easily bombard the entire battlefield.

TLDR

Genos has range advantage which could lead to a mass bombarment of the area, Better flight, more maneuverablility on the ground and air, can sense Danzou once her first attack ends leading her to be exposed to him, and if this fight includes webcomic version of Genos then he can blind her and beam spam her.

While Danzou has the stealth advantage due to her presence concealment, experince advantage and because of that she can use her stealth advantage to her advantage and could potentially fight and against genos in a hand to hand fight.

But Genos has the abilities and means to counter most of Danzou's armory so it's Genos 6.2/10

Danzo sneaks up on Genos and cuts his head off with her Ap advantage and invisibility. Plus she's immune to conventional weapons so Genos weaponry shouldn't do anything.
