I'm going to have to go with Baam here. He has more mobility in the form of Blue Oar, allowing him to fly and more easily dodge Genkai's ranged attacks, and fire ones of his own, not to mentio that his have homing properties, making it more difficult for Genkai to dodge them.

One thing I think Genkai does have is here paralyzing touch. However, she'd first need to touch Baam, and he could just as easily play keep away until he spies an opening, much like during his fight with Kaiser. And her touch only paralyzes one appendage, and Baam doesn't necessarily need to move his arms to call forth his bangs. And, if spirit energy = shinoo here, then he could just as easily stop her movements with reverse shinoo flow, and from there, Shinoo black hole could potentially one shot her, as it bypasses regen and immortality.

Ah, this is hell train arc Baam, so he doesn't have shinoo black hole yet. I'll go with him for flight and mobility advantage, as well as his homing shots being more difficult to dodge.
