Anyways the concern here is that this match might be illegal since garou’s AD would make this a speed blitz, but that’s not allowed when speed is equalized and he otherwise wouldn’t be faster than the opponent

IIRC amping your stats in the battle doesn't get affected by equalized speed. Similarly, reducing your opponents stats shouldn't be affected, either.

If someone is supersonic+ but has a 100 times speed amp and is fighting an ftl person with speed equal, the match can’t be added because of the 100x speed amp making the character who’s supersonic+ able to speed blitz the faster character due to speed equalization

Iirc AD or RE are fine but straight up speed amps like "in this form/with this object/doing this X character becomes 20 times faster" are a no noin speed equalized matches
