How I view it, Hellfire has more abilities. Gale's only applicable advantage is the steel wires. Hellfire has better range and defence, along with a wider range of what his power can/is used for in combat.

The difference is the point of the wires is to catch people off guard while they're charging forward. It's mostly deceitful in nature. Hellfire's flames just outright give him offensive, defensive, and ranged boosts. While Gale may be aware of them, unlike the wire, that doesn't actually decrease the effectivness of the flames.

For OuroBoros reasons. Both know eachother's techniques and weapons. but Gale Wind exceeds in trickery and underhanded tactics so i think he'd get more out of knowing Hellfireflame's tactics. Like for example, setting a wire trap for him, and as he tries to go through them with his defensive technique Gale wind shoots a Sonic boom at him,dispersing the flames as he gets cut by the wires.
Assuming Hellfire flame can't melt or break his steel wires, wich would be a huge disadvantage in the fight.
