I vote for Gaara, Todoroki's durability is too low, and he has an advantage when it comes to range

I'm more inclined towards Todoroki, his power more directly deals with temperature so bypassing Gaara's defenses, I think its a high-fid matchup for todoroki. Maybe if speed wasnt equalized, id definitively go with him there too
