Self explanitory. Frieza is in his first form from Dragon Ball Super. Cooler starts in his super evolution final form, though can use his other 4-B forms. Speed equalized.

Pretty sure Frieza AP stomps. He's above people who can stomp people who can stomp people who can stomp people who can beat Cell who is 1 KiloFoe, whereas Cooler is superior to the Toei version of Frieza who is only 4-B via being vastly superior to his 1st form who is around 6.8 foe I believe.
