Friday Night Funkin : Kill The Lullaby

Let’s see, Hypno is the stronger one of the two, with the Pokémon having around 3.181 Gigatons while Tatsumi is above 1.2 Gigatons.

Both characters are capable of amping themselves, Hypno has moves like Nasty Plot while Tatsumi has his Reactive Power Level and Reactive Evolution bs. Although Hypno has Psych Up which allows him to copy his opponent’s stat boosts. So if Tatsumi gets stronger, Hypno can potentially copy that same boost

In the end, the deciding factor is whether Hypno can sleep, drain and mind hax Tatsumi.

Hypno also got that Future Sight move, allowing him to predict a move and Tatsumi is shortly hit by an attack that ignores shields and precognition. And if he wants to, Hypno can use Diable to targets the last move used by Tatsumi and prevents its usage.

Not to mention, Hypno got the Forwarn ability, allowing him to see the future, alerting him to Tatsumi’s attacks, especially the most dangerous ones. According to the profile, It also allows Hypno to occasionally dodge moves, even those that don't miss.
 
Tats has a lot of good fighting skill and more likely goes for the kill than Hypno but Hypno's main go to move in most, if not all, his iterations is Mind Hax

his mind hax could probably be negated by Tatsumi Reactive evolution, since once he got hit by it, he gain a resistance to it
 
Thats a bit NLF. That logic being used, you could argue it works on any Hax, like Death Manipulation.
 
People debate whether resisting Sleep is the same as resisting Mind and vice versa, due to various verse

Not that, scream affects the mind and can have different effect based on what the user wants from increasing morale to reducing it and to even putting someone to sleep
