You can do things like: Likely At least or Possibly At least?
Recently in an FNF CTR it was suggested (I suggested) that the top Tiers be Likely At least, this is because Monster mentions being capable of some things that would make him superior to Boyfriend (where At least comes from), but the feat it is only said by him, instead of done, so it is not enough to have a full rating (where Likely comes from).
