This is the gist of the scaling ramifications and changes from what I believe to be more correct interpretations of the Storm scaling statements.
This will go over what the characters would be rated as, presupposing the Juubito and Juubidara statements are valid High 6-A statements, and presupposing the Final TSO being 5-B.
Juubito and Juubidara don't have Storm profiles, so I won't cover them in depth. But based on what's accepted, Juubito with the Nunoboko would scale to 183.24 Petatons (High 6-A) via statements, 1 Rinnegan Juubidara would scale to 183.24 Petatons (High 6-A) via statements, and 8 Gates Guy would scale to 183.24 Petatons (High 6-A) via harming Juubidara. Again these guys don't have scaling regardless, but I brought it up to show that Juubito isn't normally scaling this high, just with the Nunoboko.
Hashirama's Wood Golem scales to 1.06 Teratons (Low 6-B). Madara's Majestic Attire scales to that value, and 100% Kurama scales to half of that at 530 Gigatons (High 6-C). 50% Kurama and by extension KCM2 Naruto, BSM Naruto, and Senjutsu Susano'o Sasuke would scale to 265 Gigatons (High 6-C). Then their Majestic Attire would scale to double that at 530 Gigatons (High 6-C).
Now that the tier 6 scaling changes are out of the way, onto the more impactful scaling, whether or not characters have scaling above Kaguya's Final TSO. So, these two scans (scan 1 scan 2) describe The Last Naruto and Sasuke's new combination jutsu. The first scan states that this new jutsu is the strongest combination ultimate (ultimate that features two or more characters at the same time combining their powers). It also states that Naruto and Sasuke create the strongest ninjutsu, and that when Naruto and Sasuke fused Amaterasu and Rasenshuriken, they craft a godly power that strikes fear in the strongest of warriors. The second scan states that Naruto and Sasuke's combined ultimate is history's strongest ever attack. This video shows the ultimate in action, we see Naruto and Sasuke throw the Amaterasu Rasenshuriken at the opponent before rushing in to finish the opponent with a Ration enhanced Susano'o arm punch from Sasuke and Naruto condensing all his Kurama chakra into his fist for an amped punch. Let's break this done, since there's a lot to take in.
The argument for this ultimate scaling above the Final TSO simply lies in the fact that is the strongest jutsu in history (as of this point with The Last in Storm), which would inherently place it above the Final TSO. This is supported by the fact that it is a technique so strong it would scare the strongest of warriors, implying its power would scare people like Kaguya who possesses the Final TSO. At the bare minimum, this establishes that the Amaterasu Rasenshuriken (the actual combined ninjutsu) scales above the Final TSO, and would be 5-B.
The scaling doesn't end there, because after Naruto and Sasuke hit their opponent with the Amaterasu Rasenshuriken, the opponent survives and they utilize these super amped punches to finish off the opponent. This means that they believe that these amped punches are capable of finishing off someone who can withstand the Amaterasu Rasenshuriken. Therefore, their amped combo punches should scale relative to the Amaterasu Rasenshuriken. However, their punches fuse into this single explosion, so it would be the sum of their punches that would scale, making their individual amped punches scale to halve the respective values.
The Last (and by extension the adult) versions of Naruto and Sasuke's Amaterasu Rasenshuriken 59.44 Zettatons (5-B). Those Sasuke's Ration enhanced Susano'o arm punches and those Naruto's Kurama enhanced punches would scale to half the Amaterasu Rasenshuriken value of 29.72 Zettatons (Low 5-B). These will form the basis of the higher tier scaling for the Storm profiles.
In the final Momoshiki boss battle, Sasuke is able to harm base Momoshiki, Fused Momoshiki can withstand punches from the Majestic Attire Susano'o, the Majestic Attire Susano'o can damage Fused Momo and the Golem, and the Golem can crack the Majestic Attire Susano'o armor. In the Naruto Sasuke fight in Storm Connections, we see Naruto with his Kurama chakra cloak can fight with Raiton enhanced Susano'o arm Sasuke (we know he's using Susano'o chakra/power due to the purple chakra present when he's utilizing Susano'o powers), and Sasuke is able to hold his own against Kurama Avatar Naruto without using his Perfect Susano'o. In the first Momoshiki fight, Momoshiki, Kinshiki, base Naruto, and base Sasuke are all able to scrap and damage each other, and Naruto believes the Otsutsuki pair are as strong as Kaguya. The Majestic Attire Susano'o, specifically the one that fought Fused Momoshiki, is an unrivaled power. Teen Six Paths Naruto and Sasuke are able to match Kaguya in their fight. Boruto is able to defeat Merz with Yachihoko's amp in their fight.
Adult Kurama chakra cloak Naruto scales to Ration enhanced Susano'o power adult Sasuke, and their jutsu overall scales rather evenly with each other, making them generally 29.72 Zettatons (Low 5-B). That same Sasuke is then able to contend with Naruto's Kurama Avatar, meaning that their avatar states also scale generally around 29.72 Zettatons (Low 5-B). Adult Naruto and adult Sasuke's Majestic Attire Susano'o is an unrivaled power and the fusion of the Kurama Avatar and Perfect Susano'o, making it consistently twice their normal power which puts it at the level of the Amaterasu Rasenshuriken (which is consistent with it being unrivaled for Naruto and Sasuke's combined arsenal) at 59.44 Zettatons (5-B). Fused Momoshiki and his Golem scale to the Majestic Attire Susano'o for withstanding attacks and harming it at 59.44 Zettatons (5-B). Base Momoshiki scales around half his Fused power, given he is adding Kinshiki's power (which is relative to his own) to his power, placing him around 29.72 Zettatons (Low 5-B). Then, base Naruto, base Sasuke, and Kinshiki all scale relative to base Momoshiki around 29.72 Zettatons (Low 5-B). Yachihoko amped Boruto and Susano'o Merz would at most scale to the Majestic Attire Susano'o of Naruto and Sasuke, placing them around at most 59.44 Zettatons (5-B).
Kaguya is as strong as base Momoshiki and thus would scale to 29.72 Zettatons (Low 5-B). Teenage versions of Six Paths Naruto and Sasuke scale relative to Kaguya, placing them at 29.72 Zettatons (Low 5-B). Naruto's Asura Avatar combines 3 of his Kurama Avatars into one, which should scale him 3x above a normal Kurama Avatar around 89.16 Zettatons (5-B). Sasuke's Indra Susano'o can match that scaling to 89.16 Zettatons (5-B). Base Hagoromo and Chakra Spirit Hagoromo (as well as 2 Rinnegan Juubidara) scale around the teen Six Path's Naruto Sasuke and Kaguya levels by virtue of either fighting Kaguya or being comparable to Juubidara (who fights Naruto and Sasuke), placing these forms around 29.72 Zettatons (Low 5-B). Juubi Jinchuriki Hagoromo scales to twice his base power for absorbing most of his mother's power which could match his own at 59.44 Zettatons (5-B).
