I am unsure if Empowerment can be fully removed yet, So I am waiting to see if I can get one more staff for that ability specifically.
Currently, I have one that thinks it should be removed, with the other wanting it to become limited.
The rest can be implemented, but keeping it open for now to see if I can get another staff regarding that single ability.
