Fire Balls in Nuke explosions

Why do you guys consider even the obvious fire ball radii as the radii of air-burst (20psi overpressure) ?

For example when we see a 2.3km radius fireball and shockwaves are followed, it is still considered that 2.3km is the place till where 20psi overpressure is observed.

Is there a reason for not considering it in such obvious cases?
 
I have questions about this as well, I get that we use the radius of the fireball when we don’t get a view of the shockwave, but the explosions should be measured via the shockwave radius itself and not the fireball radius alone
