Fifteen can't touch Dio. Fifteen has thought based/death based time rewind. Dio can't put down Fifteen. Fifteen has to somehow figure out he's a vampire.

Also, yeah. If Dio sucks Fifteen's blood (An extremely in character move) he'd probably get some Chronos. What happens when two different Chronos users fight?

It was explicitly stated, in the manga at least, that Dio got much stronger then he was at the fire, numerous times stronger, while being casual. He trained for nearly two weeks.
