Taking advantage of the fact that the verse of FFXIII is going through some updates before a blog about cosmology is made I wanted to propose a speed update for the characters, and based on the feats that I know of I believe there is some evidence that ensures the characters have speed immeasurable.


The first example I can give is with Serah and Noel fighting Twilight Odin, this guy is described as being a shadow of the original Odin and that he exists outside of time and simultaneously exists in all eras at the same time, and the cast not only defeat this Odin as you can also use him in battles

A point that reinforces this feat is that long before this fight Serah and Noel face Atlas, an artificial war machine, only Atlas's hand was merging realities and his true body existed in another space-time, and even though Noel managed to attack him directly.


Another similar fight takes place against Gogmagog, this cursed being is said to exist simultaneously in all ages.




and we also have Gilgamesh who was not only out of time he was out of the game itself, waiting for the player to download it




We also have the case of the Proto Fal'Cie Adam who had joined the past and the future of the timeline to be able to affect the past (in the XIII universe only humans can travel in time, so Adam cannot have done this with some kind of of skill if not with the power itself)




And finally in Lightning Returns we have an interesting feat of the entire cast of the game not being affected by the destruction of the universe, after Bhunivelze is defeated the entire universe is absorbed instantly by a super black hole, and according to the Arbitrator of Time the universe is infinite in scope




and the cast was unaffected by either its destruction or the creation of the new universe.

and still in this feat it is important to emphasize that the cast was sent to the present world because the universe had just been created, so the characters literally flew to the present.

Gilgamesh doesn’t remotely sound like a speed feat given nothing said he moved through time with speed alone. Atlas not sure, the scene makes it weird where his hand is there and Noelle can somehow run on him despite him existing in a different time period, and he states it’s just invisible so idk.

The Void Beyond is described as a crossroads where points in time merge, which means you wouldn't need to be Immeasurable to travel, a "place" is doing it for you

Attacking from a different universe isn't Immeasurable either, it's dimensional travel or portal creation, depending on the visuals/how it works, but on its own, it isn't good enough for speed. I know they are currently Immeasurable, but take DMC God Tiers as example, some of them can attack and merge universes while in another universe and yet none of that was what gave them the rating

On their own, or could it be the effects of what happened ?
 
The Gilgamesh stuff isn't even remotely a speed feat, just 4th Wall Awareness. Something Gil already has, and has shown in different games.

When it comes to the Twilight Odin stuff. That's more so duplication. Since he can manifest himself in different eras. It doesn't say he can exist in those eras through speed.

As for the Fal'Cie Adam. While Humans are the only ones who can use Time Gates to enter the Historia Crux. There are alternate methods to Time Travel. The Agusta Tower is a place where the past and future intersect like your scan says, a nature similar to that of the Historia Crux and the Void Beyond. Sarah even says literally a few seconds after that scan happens that is how the Fal'Cie was able to go back in time.
 
at no point did I mention void beyond as a speed comparison, the mention in the scan about void beyond says that that place was "like void beyond" not that it was in fact void beyond, and that's an important issue that I highlighted in the post where only humans can interfere with time, as previously said ability related to time comes from the chaos that the goddess Etro placed inside all humans as a heart/soul form, and Noel points out that chaos is an ability granted to humans and only humans, not even gods like the Fal'cie are able to do such a thing, so it makes no sense that Adam is literally a prototype of a Fal'cie being able to.

With Atlas it's the same thing, he's a machine created by humans and doesn't even have a soul, and even if you say that humans programmed Atlas to travel in time, the fact is that humans can't create time travel machines, that's why Hope had to use cryogenic sleep to get to the future (I forgot to mention that Adam is also a machine created by humans) and at no time did Noel appear creating a portal to attack Atlas (he doesn't even have that ability) he literally attacks the body "invisible from Atlas, and as I showed "invisible" is a way that the game shows the player things that are in another space-time.

The example you gave from DMC is different, the characters do these feats with their skills, in FFXIII characters are unable to have such an ability by the universe's own lore, in other words with the exception of some humans all the rest do not have abilities to travel in time / dimension if it is not done with their own physical effort
 
because it already says that it naturally exists outside of time, and that's why when it manifests itself in the physical world it appears in all ages and not in a specific place
 
That's not what Solaris has. Solaris is Omnipresent across all of time in Sonic which means the past, present, and future. Twilight Odin can just manifest himself in different eras, he's not occupying all of time which is what Solaris does. Not the same thing.

Being in different eras simultaneously ≠ being at one with time across those eras simultaneously

No, the "omnipresent" of Solaris is not in a way that it encompasses all space-time but in a way that it exists simultaneously in the 3 periods of time, including that it has a physical body and it is this body that exists in those periods, and that's why sonic has immeasurable speed for fighting him.

and "manifest" is something from the English localization, in Japanese it says he himself exists through the ages:

And this would be directly proportional to the fact that Odin is made of pure chaos and chaos exists throughout all periods of spacetime.
