This came across my mind, so I thought I'd ask for curiosity sakes.

How do we determine the potency of Fate Manipulation here? By the number of people effected like with mind and soul manipulation? The scale of what the fate hax effects?

Fate Manipulation's potency is not judged by the number of beings effected, no. It's not like Mind and Soul Manipulation, it's like every other Hax in that it's judged by layers of resistance it bypasses.
