[Monarch is basically our plot armor in physical form. Any enemy we can't defeat normally gets nerfed enough by his powers that we can since someone strong enough to beat us would cause problems for him.]

[That's what I would say too, the turning the Sahara into glass thing may he pretty effective against normal people, but we should assume each of these countries have their own superhumans that will fight back.]
