In the EarthBound (Mother 2) Guidebook, there is a description for Magicant here.
The Translation:
MAGICANT • The Country of Magicant
• Area: Immeasurable
• Population: 42 people
• Average Temperature: Unknown
[Top Image Caption]: One cannot speak of Magicant except as if it were a memory of a dream. "Magicant, the eternally unseen country"—no matter who goes there, that is the only way they can describe it.
Entrance to Magicant:
When you use telepathy with your "Great-Grandfather's Diary" in hand...
If you are someone who felt a sense of unease at the words of the policeman, you will eventually find a certain cave while walking through a steep canyon. It is strange how, once inside, everyone experiences a sense of peace, as if they have returned to their mother's womb.
[Small Image Caption]: The "outside world," appearing to you for the first time.
Magicant:
This is inside someone's dream; where is the master of the dream?
When you "awake" from your dream, you find yourself standing in a world you have never seen before—a place that looks like a vast sea of pink clouds. Could this land be the "Land of God" mentioned in that mysterious phrase from your Great-Grandfather's Diary: "Where is the tail of God?" If so, then the "Tail of God" must surely be the pink rock.
Such a world is not depicted in The Wizard of Oz, Through the Looking-Glass, or even in Michael Ende's Momo. You will simply find yourself feeling an inexplicable sense of "nostalgia" from the bottom of your heart. While hearing a mysterious melody-like being high above the clouds or at the bottom of the sea-deep within your memories, you cannot help but sense a warm calling. For you, who had steeled your resolve to fight an unseen enemy, what a great salvation this unexpected peace must be.
It feels exactly as if you have entered someone else's dream. Even though it should be impossible to step into the dream of another, this country is like a "Replicant" (duplicate) of a dream. However, do not let your guard down. Dreams vary wildly-from terrifying nightmares that leave you in a cold sweat, to those so full of joy that you wake up shouting.

- Dream Manipulation, Reality Warping, and Memory Manipulation (Magicant is described as a replicant of a dream and a memory of a dream. It exists independently of the "outside world," with the text noting it can shift from joy to terrifying nightmares, implying the environment is reactive to mental states. It is described as an eternally “unseen country" that can only be spoken of as a memory of a dream)
